Exploring the factors behind the growth in demand for special school and special class places
Overview and Objectives
The purpose of this study is to conduct an in-depth investigation behind the significant growth in demand for special classes and special school places in Ireland over the past two decades.
The research will explore the perspectives of key stakeholders such as parents, teachers, students, advocacy groups, school leaders, SENOs, clinical professionals, and policymakers. It aims to be inclusive of all stakeholder groups, with an emphasis on representing school communities from all regions.
Activities/Outputs
The research project adopts a mixed-methods approach involving two components, designed to provide a comprehensive understanding of the research question:
1. Desk-based research review: The first component of the research involves a review of current policy surrounding special classes and special school placements around the country over the past two decades, providing an analysis of legislative trends over time. Additionally, the review will explore both national and international trends, comparing data from Ireland to that of similar jurisdictions.
2. Empirical data collection: The second and final component of the research will involve a mixed-methods approach to data collection from different stakeholders around the country. Namely, data from surveys, semi-structured interviews, and focus groups will be collected and analysed to identify trends behind the increase of special schools and demand for special school placements.
Impact
A final report with all project findings will be submitted to the NCSE in March 2026. The report is expected to provide a detailed overview of the factors driving the increasing demand for special education placemats as well as how these factors interact with policy and practice. These insights will provide policymakers with an enhanced understanding of how both health systems and policy can better respond to the increased demand for special education across Ireland, ensuring that appropriate systems are put in place to serve the needs of children, parents, educators, and clinicians.
