College Librarian (part-time)

ICEP Europe is seeking an experienced and forward-thinking Librarian to join our team as we strengthen our learner support services and align with QQI standards for teaching, learning, and assessment. 

This is a pivotal position within our organisation addressing a specific gap in our current learner service provision. The Librarian will have responsibility to provide a professional and efficient library service in support of ICEP Europe’s education, training, and research activities. You will establish and manage our library services, with a particular focus on developing our online library provision to support teaching, learning, and assessment activities. 

Working at the intersection of education, technology, and learner support, you will ensure our students and faculty have access to high-quality resources that enhance their academic experience and meet QQI quality standards. 

As our services expand, this role offers the opportunity to grow into a leadership position, supervising library staff and shaping the future direction of library services at ICEP Europe. 

Key Responsibilities

Resource Management and Access:

  • Establish an online library working with the Learning Technology & IT Support Team to identify resources and systems
  • Ensure all systems are in place and ready for learners prior to induction
  • Identify and provide access to necessary learning resource services for supporting learning, teaching, and assessment activities
  • Ensure efficient management and easy access to these resources for all users
    Maintain an accurate and up-to-date inventory of the library’s collections, including books, periodicals, and online resources
  • Conduct periodic reviews of the collection to identify gaps, remove outdated materials, and add new resources that align with current and future academic needs
  • Stay up to date and guide management regarding digital innovation in the area
  • Regularly monitor, review, and enhance the library’s services and information resources to meet the changing needs of learners and faculty and ensure quality standards
  • Prepare reports as required by other teams
  • Understand and manage Data Protection and Copyright laws and policies
  • Manage the library budget, utilising good negotiation skills to maximise budget allocation
  • Supervise junior staff as the library expands

Learner Support:

  • Offer workshops and training sessions for learners on information literacy skills, including evaluating information sources, understanding plagiarism, and mastering referencing techniques 
  • Support learners in the day-to-day use of the library
  • Ensure that recommended reading lists for each module are comprehensive, up-to-date, and readily available to learners
  • Implement innovative services and technologies to facilitate access to information and learning materials

Collaboration and Communication :

  • Maintain strong links with academic staff, Programme Leads, and tutors to stay informed about curriculum changes, learning outcomes, and new research areas 
  • Collaborate with Module/Programme Leads to update reading lists and ensure that they are reflective of the current curriculum and available before each semester begins
  • Liaise closely with faculty and administrative staff to ensure that the library’s offerings align with and support the institution’s teaching and learning objectives
  • Act as a bridge between learners and faculty, facilitating access to academic resources and supporting teaching excellence
  • Maintain strong links with the Research Team supporting research projects

Eligibility Criteria

Essential Requirements :

  • Be in possession of a third level degree and a Postgraduate qualification in librarianship or equivalent 
  • A minimum of 3-4 years’ experience in library services, preferably in an educational or academic setting 
  • Proven experience in establishing or managing library services, including digital and online resources
  • Knowledge of electronic resources: electronic journals, electronic books, and educational databases, their acquisition and contract maintenance
  • Strong understanding of library management systems and digital library platforms
  • Knowledge of Data Protection and Copyright legislation as it applies to educational settings 
  • Excellent organisational and budget management skills 
  • Management skills necessary to carry out the responsibilities associated with the post 
  • Ability to work independently and collaboratively with a dynamic team in a multi-stakeholder environment 
  • Possesses excellent interpersonal, communication and written skills 
  • Excellent presentation skills and strong IT skills
  • Be computer literate and competent in the use of software applications, including Library Management Systems and Internet 
  • Commitment to learner-centred service delivery and quality standards 

Desirable Requirements:

  • Experience working in a library supporting QQI-accredited programmes or similar quality frameworks
  • Experience delivering information literacy training and workshops 
  • Staff supervision or line management experience 
  • Knowledge of current trends in digital learning resources and educational technology 
  • Experience liaising with service providers and finance departments in the costing and contracting of services
